Los Municipios de la Villa de Aranda de Duero (España) y la Ciudad de Roseburg (Oregon, USA), y en su nombre los Alcaldes de ambas ciudades, D. Ángel GUERRA GARCÍA y D. Larry RICH, conscientes de los vínculos de amistad y solidaridad que existen entre ambas ciudades y convencidos de que la mutua colaboración beneficiará a ambos Ayuntamientos, han decidido formalizar el presente Protocolo de Hermanamiento, conscientes y conocedoras ambas ciudades de:

Aranda de Duero’s City Council (Spain) and Roseburg's City Council (Oregon, USA), and in its name the Mayors of both cities, Mr Ángel GUERRA GARCÍA and Mr Larry RICH, they are conscious of the links of friendship and solidarity that exist between both cities and they are convinced that the mutual collaboration will benefit to both city councils, and they have decided to formalize the present Protocol of Town-Twinning, both cities are conscious and knowledgeable of:

I. Que las relaciones de Hermanamiento constituyen un elemento fundamental para un mejor conocimiento y colaboración entre los pueblos, contribuyendo a reforzar, favorecer y promover la amistad y la paz.

I. That Town-Twinning’s relationship create a fundamental element for a better knowledge and collaboration between people, helping to reinforce, to favour and to promote friendship and peace.

II. Que el establecimiento y la instauración de relaciones permanentes de cooperación e intercambio entre ciudades representan un estímulo para todos los sectores que forman el tejido civil, social y económico.

II. That the establishment and the creation of permanent relations of cooperation and exchange between cities represent a stimulus for all the sectors: civil, social and economic.

III. Que la formalización de este Hermanamiento favorecerá el establecimiento de una estrecha colaboración entre los dos Ayuntamientos, que se traducirá en un beneficio espiritual y material para sus gentes.

III. That the carrying out of this Town twinning will favour the establishment of a narrow collaboration between both cities councils, which will be translated in a spiritual and material benefit for our people.

IV. Que el fortalecimiento de la relaciones entre ambas ciudades contribuye activamente a fomentar la cooperación internacional.

IV. That the strengthening of relationship between both cities help to promote actively the international cooperation.

V. Que ambas ciudades, a través de sus legítimos representantes, consideran que no es suficiente la simple firma de este solemne Documento para que el Hermanamiento cobre todo su sentido, sino que es preciso además comprometer a toda la ciudadanía, de tal forma que el Hermanamiento llegue a ser un elemento permanentemente dinamizador de la vida de las mismas e instrumento de vínculo, demostrativo de que es mucho más fuerte lo que une que lo que nos pudiera separar, y para ello,

V. That both cities, through of legitimate representatives, think that there is not enough with the simple signing of this solemn Document, in order that the Town-Twinning achieves all its sense, but that it is precise besides to compromise to the whole citizenship, in such a way that the Town-Twinning becomes a permanently revitalizing element of the life of the citizens and an instrument of unity, demonstrative of which it is much stronger what it joins that what could separate us, and for it,

ACUERDAN:

PRIMERO: Los Ayuntamientos de ambas ciudades, Aranda de Duero (España) y Roseburg (Oregon, USA), afirman la unánime decisión de mantener relaciones de amistad, unión y fraternal hermandad para conseguir el progreso, el desarrollo y el bienestar de ambos pueblos, unidos en mutuos deseos de convivencia.

FIRST: Both cities councils, Aranda de Duero (Spain) and Roseburg (Oregon, USA), affirm the unanimous decision to support relations of friendship, union and brotherly Town-Twinning to obtain the progress, the development and the well-being of both people, joined in mutual desires of coexistence.

SEGUNDO: Ambas corporaciones se comprometen a colaborar para fortalecer las relaciones inspiradas en la igualdad, la paz y la prosperidad, tanto culturales, como deportivas, sociales, turísticas y económicas.

SECOND: Both cities councils promise to collaborate to strengthen the relations inspired in equality, peace and prosperity, so much cultural, since sports, social, tourist and economic.

TERCERO: Ambos Ayuntamientos apoyarán la organización de encuentros sociales (que redunden en la formación integral de los ciudadanos de ambos municipios), juveniles, culturales, artísticos, musicales, deportivos, etc. En particular se fomentará el intercambio en el ámbito académico y el intercambio de estudiantes para promover el conocimiento del idioma de la ciudad hermanada y su cultura, así como el intercambio turístico, en el que también participan personas jubiladas y discapacitadas. Los eventos contarán con la participación de ambos municipios y a los mismos estarán invitados todos los agentes implicados en la materia.

THIRD: Both cities councils will support the organization of social meetings (that redound to the integral formation of the citizens of both cities), young meetings, cultural meetings, artistic meetings, musical meetings, sports meetings, etc. Specially the exchange will be motivated in the academic area and the students' exchange to promote the knowledge of the language of each city and its culture, as well as the tourist exchange, in which also there take part retired and disabled persons. The events will count on the participation of both cities councils and to the same ones there will be invited all the agents involved in the matter.

CUARTO: Ambos Ayuntamientos se comprometen a posibilitar el intercambio de experiencias, iniciativas y soluciones a sus problemas comunes. Con el fin de lograr un conocimiento recíproco más amplio de ambas ciudades, una mayor difusión recíproca de sus atractivos y sus recursos turísticos y así como de los proyectos que se desarrollen en ambas localidades (acciones promocionales, culturales y comerciales de sus respectivas áreas de influencia), los representantes encargados de la ejecución de este Protocolo dispondrán que se efectúe el envío periódico de información y documentación de ambas ciudades y que se lleve a cabo la distribución del material recibido entre los responsables y técnicos de las áreas interesadas.

FOURTH: Both cities councils promise to make possible the exchange of experiences, initiatives and solutions to its common problems. In order to achieve a more wide reciprocal knowledge of both cities, a major reciprocal diffusion of its attractions and its tourist resources and as well as of the projects that develop in both towns (promotional, cultural and commercial actions of its respective areas of influence), the representatives entrusted of the execution of this Protocol order that it will be necessary the periodic sending of information and documentation of both cities and that one takes to end the distribution of the material received between the person in charge and technical personnel of the interested areas.

QUINTO: Ambas ciudades, prestarán, en el marco de sus posibilidades, el máximo apoyo y colaboración en aquellas iniciativas de alianza estratégica entre empresas de ambas partes y promoverán en su ámbito de competencia, acciones en materia de transferencia tecnológica en las distintas áreas empresariales, y en la puesta en marcha de programas para la inversión industrial, como una forma de contribuir a la intensificación de las relaciones económicas y empresariales entre la Ciudad de Roseburg y la Villa de Aranda de Duero.

FIFTH: Both cities, they will give, in the frame of its possibilities, the maximum support and collaboration in those initiatives of strategic alliance between companies of both parts and will promote in its area of competence, actions in the technological transference in the different business areas, and in the beginnings of programs for the industrial investment, as a way of contributing to the intensification of the economic and business relations between Roseburg's City and the Aranda de Duero’ City.

SEXTO: Sin perjuicio de los Comités de Hermanamientos que puedan establecerse en las respectivas ciudades para velar por el cumplimiento del presente Protocolo de Hermanamiento y su desarrollo, se establece un Consejo Permanente de Hermanamiento, compuesto por los dos Alcaldes de las Ciudades aquí representadas y de otros dos miembros designados por ellos, uno de cada ciudad.

SIXTH: Without prejudice of the Committees of Town-Twinning that could be established in the respective cities to check the execution of the present Protocol of Town-Twinning and its development, there is established a Permanent Council of Town-Twinning, composed by both Mayors of the Cities here represented and of other two members designated by them, one of every city.

SÉPTIMO: La presente Carta de Hermandad, así como el Hermanamiento efectivo entre ambas ciudades, entrará en vigor el día de la firma del presente Protocolo, y tendrá una duración indefinida. No obstante, cada cuatro años, contados a partir de la fecha de la firma, los representantes de ambas ciudades procederán a su revisión, para introducir las modificaciones que fueran precisas, así como para hacer balance respecto de los objetivos propuestos.

SEVENTH: The present Protocol of Town-Twinning, as well as the effective Town-Twinning between both cities, will come into force the day of the signing of the present Protocol, and will have an indefinite duration. Nevertheless, every four years, counted from the date of the signing, the representatives of both cities will proceed to its review, to introduce the modifications that were precise, as well as to do balance respect of the proposed aims.

OCTAVO: Como evidencia del compromiso que asumen los Ayuntamientos de Aranda de Duero y Roseburg con la firma de este Protocolo, como símbolo visible, en un lugar preferente de su sede o ayuntamiento, cada una de las ciudades hará referencia al hermanamiento, representándolo de la forma que considere más apropiada.

EIGHTH: As evidence of the commitment that there assume the Aranda de Duero’ city council and Roseburg’s city council with the signing of this Protocol, as visible symbol, in a preferential place of head office or town hall, each other of the cities will refer to the town-twinning, representing it of the form that it considers to be more appropriate.

NOVENO: Otro símbolo del acuerdo adoptado por las administraciones municipales de Aranda de Duero y Roseburg con la firma del protocolo, consiste en que cada una de las dos ciudades pondrá el nombre de la otra ciudad hermanada a una calle, plaza o lugar que considere oportuno y lo presentará de forma visible.
