This works only if your are running Windows XP

1. click on the START button

2. Goto CONTROL PANEL

3. Click on Date, Time, Language, and Regional Options

4. Click on ADD OTHER LANGUAGES

5. Put a check-mark in the box which reads:
Install files for EAST ASIAN languages

6. Click APPLY

7. then click OK

-- you  should now be able to see Japanese characters in Webpages.
